Questions

Are the deleted pages really gone?

Yes. The pages you keep are copied into a brand new file, so the deleted ones are not in it at all. This is the whole point of the tool, and it is not what every PDF editor does.

What do other tools do differently?

Many remove the page from the list of pages but leave its contents in the file, because that is the quicker way to save. The page vanishes from the screen and its text can still be pulled out of the bytes. If you are removing a salary, a bank detail or a signature, that is the difference that matters.

Is my PDF uploaded?

No. The file is read and the new one is made on your device, and neither leaves it.

Does the new file keep form fields?

No. Making a clean new file is exactly what guarantees the deleted pages are gone, and that copy does not carry form fields across. If you need a fillable form kept intact, use a tool that edits the original, and accept that the deleted pages may still be recoverable from it.
